MINISTRY OVERVIEW

OFA Overview Statement

• The Office of Francophone Affairs' central mandate is to see that the rights of Francophones to public services in French are respected through the implementation of the French Language Services Act (FLSA).
• The Office of Francophone Affairs (OFA) provides expert advice to the Ontario government on French-language services and Francophone Affairs and works in partnership with ministries and agencies to improve the provision of French-language services and to support Francophone affairs.
• The OFA works closely with key Francophone stakeholder organizations on a variety of issues, ensures that their concerns are taken into account in the direction of priority public policies and informs the Francophone public about government initiatives that improve the lives of the community.

PUBLISHED RESULTS-BASED PLAN 2006/07

Key Strategy 1: Improve access to French-language services in partnership with ministries and agencies:

• The OFA works in partnership with ministries and agencies to improve French-language services through joint activities that support the integration of French-language services and ensure an active offer and delivery of modern and efficient services in French, with a particular focus on ministries responsible for implementing key government priorities.
• The OFA leads the implementation of French-language services in newly designated areas and oversees the implementation of the new Canada-Ontario Agreement on French-language services.

Key Strategy 2: Foster the contribution of Francophones to the social, cultural, economic and political life of the province.

The OFA plays a leading role in reaching out to the Francophone community through a series of events and celebrations, planned in partnership with ministries throughout 2006, to mark the 20th Anniversary of the passage of the French Language Services Act. These include:

• Ministry of Citizenship and Immigration
  • Francophonie Awards – To recognize Francophones and those who are not Francophones but embrace linguistic duality, who have made an outstanding contribution to the political, social, economic and cultural vitality and well-being of Ontario's Francophone community.
• Ministry of Education
  • Provincial Schools Contest on the contribution of Francophones to Ontario.
  • Festival franco-ontarien de théàtre en milieu scolaire – Franco-Ontarian festival of theatre in the schools.
  • Aménagement linguistique – Symposium on Best Practices for the implementation of aménagement linguistique in French-language schools.
• Ministry of Government Services
  • The Archives of Ontario will hold a travelling exhibition that celebrates the history of Francophone Ontarians.
• Ministry of Culture
  • Don Juan in French – The Stratford Festival will stage Molière's Don Juan in French. This is a first.
  • Municipal cultural planning forum in French – A follow-up planning forum entirely in French is planned for 2006.
• Ministry of Community and Social Services and the Ministry of Children and Youth Services
  • Forum on community development and linguistic duality – A provincial forum on community development and linguistic duality will be held in the fall of 2006.
• Ministry of Health and Long-Term Care
  • Celebrating health stakeholders and professionals – To honour major stakeholders and professionals working in health and to discuss current and future challenges for the Francophone community in terms of health care.
• Ministry of Health Promotion
  • Health promotion initiatives – A number of specific events that encourage Francophones to get involved in fitness and sports will be funded by the Ministry.
• Office of Francophone Affairs
  • Ministers' Conference on Canadian Francophonie (La Conférence ministérielle sur la francophonie canadienne) – Ontario will be hosting the 11th Conference on the Canadian Francophonie this year. This conference will provide Ontario with an opportunity to pay tribute to its Francophone community before representatives of the provincial, territorial and federal governments and to highlight progress made in French-language services.

Key Strategy 1: Improve access to French-language services through partnership with ministries and agencies:

The OFA works in partnership with ministries and agencies to improve French-language services through joint activities that support the integration of French-language services for the delivery of modern and efficient services in French. Examples of cooperation include:

• The Ministry of Government Services – On a number of initiatives to support the integration of French-language services in the Ontario Public Service' Modernization Agenda, including the implementation of a performance measurement framework to measure progress on French-language services.
• The Ministry of Municipal Affairs – To support the translation of key bylaws through the Canada-Ontario Agreement on French-language services.
• The Ministry of the Attorney General and the Ontario Women Directorate – To achieve funding parity and improvement in service availability through a base funding increase of over one million dollars for the six Francophone sexual assault centres and the inclusion of improved access to French-language services in the Domestic Violence Action Plan for Ontario .
• The Ministry of Training, Colleges and Universities – To establish the Advisory Committee on French-language Postsecondary Education.
• The Ministry of Health and Long-Term Care – To ensure the participation of Francophones in the local health integration networks through the Local Health System Integration Act, 2006 ,
• The OFA leads the implementation of French-language services in newly designated areas and oversees the implementation of the Canada-Ontario Agreement on French-language services.
• Two new areas have been designated under the French Language Services Act: Brampton and Callander. This increases the number of designated areas to 24.
  
  A joint committee comprising members of the local Francophone community and senior managers has been established to support the implementation of government services in French within the newly designated City of Brampton. The committee is co-chaired by a community representative and a government official. Implementation is on track to meet the January 2007 deadline.
• A new four-year Agreement on French-language Services (2005-06 to 2008-09) has been signed, with an increase of $1.1 million in funding for the four-year period, the first such increase since 1988.

Key Strategy 2: Foster the contribution of Francophones to the social, cultural, economic and political life of the province.

The OFA fosters the contribution of Francophones to the social, cultural, economic and political life of the province by reaching out to the Francophone community and in raising the profile of government initiatives that improve the lives of Francophones in Ontario. Key initiatives include:

• The release of a comprehensive portrait of Ontario's Francophone community with five profiles that respectively focus on Francophones in general, women, youth, seniors, and visible minorities.
• Increased awareness and training in violence prevention through $124,000 in grant funding to community initiatives.
• Facilitated access for Francophone immigrants to information about government programs and services through a guide distributed to key associations and services organisations.

• The OFA leads the implementation of French-language services in newly designated areas and oversees the implementation of the Canada-Ontario Agreement on French-language services.
• The City of Brampton and Municipality of Callander have been designed under the French Language Services Act. This increases the number of designated areas to 24.

Key Strategy 2: Foster the contribution of Francophones to the social, cultural, economic and political life of the province.

The OFA works closely with key Francophone stakeholder organizations on a variety of issues, ensures that their concerns are taken into account in the direction of priority public policies and informs the Francophone public about government initiatives that improve the lives of the community.

• The OFA established a Provincial Advisory Committee on Francophone Affairs and provided professional support and guidance to the chair and members to help the newly created agency focus on government priority matters in the area of Francophone affairs.
